Zwanzig Jahre Weltaltenplan: Seniorenorganisationen fordern besseren Schutz der Rechte älterer Menschen

Ministerinnen und Minister aus 30 UNECE-Ländern tagen in Rom
Zwanzig Jahre nach der Verabschiedung des Zweiten Weltaltenplans in Madrid tagen mehr als 300 Vertreterinnen und Vertreter von Regierungen, Zivilgesellschaft und Wissenschaft zur Situation älterer Menschen in Europa, Nordamerika und Eurasien. Auf der „UNECE-Ministerkonferenz über das Altern“ am 16. und 17. Juni 2022 in Rom wird über Fortschritte der Seniorenpolitik sowie die Herausforderungen der kommenden Jahre diskutiert. Ministerinnen und Minister aus 30 Ländern werden erwartet, darunter auch die deutsche Seniorenministerin Lisa Paus. Die BAGSO – Bundesarbeitsgemeinschaft der Seniorenorganisationen vertritt auf der Konferenz die Interessen der älteren Generationen in Deutschland und weltweit. Bereits heute (15.6.2022) treffen sich Organisationen der Zivilgesellschaft und Wissenschaft und appellieren in einer gemeinsamen Erklärung an die Staaten, die Rechte älterer Menschen endlich besser zu schützen.

Auf der Ministerkonferenz in Rom fordert die BAGSO, die Umsetzung des Zweiten Weltaltenplans durch die Ausarbeitung einer UN-Altenrechtskonvention zu untermauern. Nach Ansicht der BAGSO würde eine Weltaltenrechtskonvention Lücken in Bereichen schließen, in denen der Schutz älterer Menschen rechtlich noch nicht ausreichend gesichert ist. Staaten würden verpflichtet, die Rechte Älterer zu wahren. Außerdem würde eine Konvention älteren Menschen eine Grundlage bieten, um ihre Rechte einzufordern und zum Beispiel gegen Altersdiskriminierung vorzugehen. Auf diese Weise könnte eine Konvention die Weiterentwicklung der Seniorenpolitik der Staaten im Rahmen des Zweiten Weltaltenplans ergänzen und verstärken.

Mit der UNECE-Ministerkonferenz über das Altern in Rom wird die Überprüfung und Bewertung der Umsetzung des Zweiten Weltaltenplans (Madrid International Plan of Action on Ageing, kurz: MIPAA) für die Jahre 2017 bis 2022 abgeschlossen. Im Rahmen der Überprüfung hat die Bundesregierung bei der UNECE einen Bericht zur Umsetzung in Deutschland eingereicht. Auch die BAGSO hat die Umsetzung aus Sicht der Zivilgesellschaft in einer Stellungnahme beurteilt. Die Ministerkonferenz über das Altern wird von der UNECE in Zusammenarbeit mit der Ständigen Arbeitsgruppe für das Altern der UNECE und der italienischen Regierung veranstaltet. The Conference will complete the fourth review and appraisal cycle (2018-2022) and mark the 20th anniversary of the adoption of the Madrid International Plan of Action on Ageing and its Regional Implementation Strategy (MIPAA/RIS). It will take place in Rome, Italy, from 16 to 17 June 2022.DATES: 15-17 June 2022

The theme of the Conference is “Joining forces for solidarity and equal opportunities throughout life”. Conference panels will address this theme through the lens of:

1) Promoting active and healthy ageing throughout life
2) Ensuring access to long-term care and support for carers and families
3) Mainstreaming ageing to advance a society for all ages

The Ministerial Conference on Ageing is organized by UNECE in cooperation with the UNECE Standing Working Group on Ageing and the Government of Italy.

On 15 June 2022, a joint Forum of Civil Society and Scientific Research entitled “A fulfilling life throughout the life course – A joint effort of civil society and research in policy making” will take place in Rome gathering members of NGOS and the research community from across the UNECE region.

The Italian Government is pleased to co-organize and host the next UNECE Ministerial Conference on Ageing which will be held on the 16 and the 17 June 2022 in Rome and will be focusing on “MIPAA+20 – A Sustainable World for All Ages: Joining forces for solidarity and equal opportunities throughout life”.
As one of the countries with the oldest population in the world, ageing is a major challenge for Italy, which is shared with the whole UNECE area. A common vision on the future of ageing policies in our countries is therefore necessary, based on the creation of alliances between generations able to protect and advance the human rights of older people and empower our economies, societies and communities.
The Conference could not be more timely, marking the 20th anniversary of the adoption of the Madrid International Plan of Action on Ageing and its Regional Implementation Strategy (MIPAA/RIS), and taking place in the aftermath of a pandemic that hit our older population the most.

Ministers from the UNECE member States, as well as representatives of European and international organizations, non-governmental organizations and leading experts and scientists from all across the UNECE region will work together to take stock of the implementation of the MIPAA/RIS since the last UNECE Ministerial Conference on Ageing, held in Lisbon in 2017.With the aim of promoting a constructive and comprehensive dialogue among different stakeholders, exchanging good practices, and exploring innovative initiatives for the improvement of the wellbeing of older women and men, ministerial and expert panels during the Conference will deal with many comprehensive ageing issues, such as the promotion of active and healthy ageing throughout life, access to long-term care and support for carers and families, and the mainstreaming of ageing to advance a society for all ages. The Conference will complete the fourth review and appraisal cycle of the MIPAA/RIS and will be closed with the adoption of the 2022 Rome Ministerial Declaration stating the policy and action priorities for the next five years.
Strongly believing in the cooperation between governments and civil society organizations to promote older people’s rights, the Italian Government will also be pleased to host a Joint Forum of Civil Society and Scientific Research, which will precede the Ministerial Conference on 15 of June and will adopt a final declaration that will contribute to the Ministerial discussions of the following days.
Addressing ageing through a holistic approach will lead to better policies that will ultimately allow us to not only protect older people’s rights, but also value their enormous experience and potential contribution to our societies’ wellbeing. This is what we – all the stakeholders together – need to do to ensure that no one is left behind.
